Why is my dog suddenly panting,Shaking,and unable to hardly move?

My dog is a Bassethound 7 years old. He randomly couldn't make it up the stairs and started panting and shaking uncontrollably. He stinks and his eyes are red. He is fine 10 minutes later until we have him walk again. He has no appetite and will not drink water on his own. But has a normal temperature.What is wrong with him? We can't take him to the vet because of money is there anything we can do for him?
